Through adjusting the topography we can give the river more space, lower the flood levels and thus protect the inner area around the mosque. This is achieved by a step-by-step approach. Up to critical height, the structure is built out of concrete pillars and slabs. On top of this given structure, houses can be built in light-weight materials to allow more flexibilty. A temporary 2nd street level ensures the accessability of each unit during flooding.New pedestrian connections (bridges) between the two blocks improve the accessibility of the lower block to schools and other public services and shorten everyday distances. The river edge is broadened as natural habitat. With pekarangans and fishponds, the green river edge finds its way into the block.
