As a result, economic activity of most sectors and countries<a style=\"background-color: #ffffff\" href=\"https:\/\/www.bbc.com\/news\/business-51706225\"> abruptly and strongly decreased<\/a>. To prevent a global economic and social crisis, governments around the world have proposed massive stimulus programs. For instance, the US Congress has enacted a program worth<a href=\"https:\/\/www.theguardian.com\/world\/2020\/mar\/25\/senate-passes-coronavirus-stimulus-package\"> $2 trillion<\/a>. The German government approved an unlimited supply of business loans and a crisis fund of<a href=\"https:\/\/www.faz.net\/aktuell\/wirtschaft\/konjunktur\/coronavirus-kabinett-beschliesst-hilfspakete-ueber-hunderte-milliarden-euro-16692377.html\"> \u20ac600 billion<\/a>. In Switzerland, the government introduced an aid package of<a href=\"https:\/\/www.srf.ch\/news\/wirtschaft\/mit-milliarden-gegen-corona-beispielloses-hilfspaket-waehrend-beispielloser-krise\"> CHF 42 billion<\/a>. While these stimulus programs reflect different<a href=\"https:\/\/www.nytimes.com\/2020\/03\/23\/world\/europe\/coronavirus-economic-relief-wages.html\"> national economic policy styles<\/a>, they collectively represent state interventions in liberal markets of unprecedented speed and scale. These interventions represent a unique opportunity to provide immediate disaster relief and address another global emergency in the longer run: the climate crisis.<\/p><p>Solving the climate crisis requires fast and deep decarbonisation of our economies. Such decarbonisation depends largely on<a href=\"https:\/\/wedocs.unep.org\/bitstream\/handle\/20.500.11822\/30797\/EGR2019.pdf?sequence=1&amp;isAllowed=y\"> government intervention<\/a>: an analysis by the International Energy Agency shows that governments directly or indirectly drive more than<a href=\"https:\/\/www.iea.org\/commentaries\/put-clean-energy-at-the-heart-of-stimulus-plans-to-counter-the-coronavirus-crisis?utm_campaign=IEA%20newsletters&amp;utm_source=SendGrid&amp;utm_medium=Email\"> 70% of global energy investments<\/a>. Hence, governments not only set the rules of the game, but they<a href=\"https:\/\/www.sciencedirect.com\/science\/article\/pii\/S0048733318300702\"> play an active role in shaping energy markets<\/a>. Whether the stimulus programs put together under the immediate threat of COVID-19 align with government interventions targeted at decarbonisation is going to determine whether and how we can reach the<a href=\"https:\/\/www.ipcc.ch\/sr15\/chapter\/spm\/\"> 1.5\u00b0C target<\/a>. In an ideal world, the stimulus programs could kick-start the fastest and largest decarbonisation project in human history.<\/p><p>Reality, however, is messier. Some of the sectors and firms considered now for government support are the very same sectors and firms that \u2013 from a climate perspective \u2013 need to change their business models, decrease activity,<a href=\"https:\/\/www.nature.com\/articles\/s41558-019-0509-6\"> or even disappear completely<\/a>. For instance, as part of the COVID-19 response, the Trump administration proposed an aid package for two particularly polluting industries, namely the<a href=\"https:\/\/www.npr.org\/2020\/03\/14\/815039722\/trump-steps-in-to-help-oil-industry-facing-its-own-coronavirus-crisis\"> US oil and gas industry<\/a>, and the<a href=\"https:\/\/slate.com\/business\/2020\/03\/cruise-industry-bailout-no-way.html\"> cruise ship industry<\/a>. At the same time, the economic downturn threatens sectors and firms that provide the technologies needed to solve the climate crisis, such as<a href=\"https:\/\/www.cleanenergywire.org\/news\/solar-and-wind-energy-expansion-germany-faces-paralysis-due-coronavirus?pk_campaign=weekly_newsletter_2020-03-20&amp;pk_keyword=solar-and-wind-energy-expansion-germany-faces-paralysis-due-coronavirus&amp;pk_source=newsletter&amp;pk_medium=email&amp;pk_content=title\"> renewable energy providers<\/a>. The survival of these sectors and firms is key for an economic revival post-COVID-19 that is in line with the 1.5\u00b0C target. From the political science literature, we know that climate policy is primarily a question of (re)distribution, as policies<a href=\"https:\/\/onlinelibrary.wiley.com\/doi\/full\/10.1111\/psj.12365\"> create losers and winners<\/a> among firms and affected<a href=\"https:\/\/journals.sagepub.com\/doi\/abs\/10.1177\/2399654418777765\"> supply chains<\/a>. Because of these distributional politics, decarbonisation remains a difficult task for policymakers, as<a href=\"https:\/\/theintercept.com\/2020\/03\/16\/coronavirus-capitalism\/\"> vested interests<\/a> and sunk costs create politically powerful opponents and path dependency impeding major policy changes and resulting in \u201c<a href=\"https:\/\/www.annualreviews.org\/doi\/abs\/10.1146\/annurev-environ-110615-085934\">carbon lock-in<\/a>\u201d.<\/p><p>Against this backdrop, it would be realistic to expect that the stimulus packages as currently planned<a href=\"https:\/\/www.theguardian.com\/commentisfree\/2020\/mar\/22\/coronavirus-relief-bill-corporate-coup\"> perpetuate the pre-existing carbon lock-in<\/a> by supporting polluting industries. This would effectively<a href=\"https:\/\/www.nature.com\/articles\/d41586-020-00571-x\"> undermine the 1.5\u00b0C target<\/a>. However, from political science literature, we <i>also<\/i> know that during crises the rules of the political game can change dramatically. Uncertainty and shock can open up<a href=\"https:\/\/www.tandfonline.com\/doi\/full\/10.1080\/13876988.2016.1174410\"> windows of opportunity<\/a> and<a href=\"https:\/\/www.cambridge.org\/core\/journals\/world-politics\/article\/study-of-critical-junctures-theory-narrative-and-counterfactuals-in-historical-institutionalism\/BAAE0860F1F641357C29C9AC72A54758\"> critical junctures<\/a> that enable policymakers to <a href=\"https:\/\/www.sueddeutsche.de\/politik\/corona-klima-umweltbundesamt-1.4860713\">deviate from existing paths<\/a> and implement<a href=\"https:\/\/onlinelibrary.wiley.com\/doi\/pdf\/10.2202\/1944-4079.1035\"> major policy changes<\/a>. Examples include the sweeping changes to civil rights and foreign policy after 9\/11, or the Great Depression in the 1930s which<a href=\"https:\/\/theintercept.com\/2020\/03\/16\/coronavirus-capitalism\/\"> led to the New Deal<\/a> in the US. The COVID-19 crisis and corresponding subsequent stimulus packages certainly represent such a critical juncture, for two reasons.<\/p><p>First, the crisis significantly<a href=\"https:\/\/energyathaas.wordpress.com\/2020\/03\/23\/covid-19-and-the-climate\/\"> increases the leeway<\/a> for policymakers to implement major policy change. The economic ramifications of the crisis make economic actors, including polluting industries, vulnerable to and dependent on state intervention. This change in the balance of power between policymakers and industries creates the <a href=\"https:\/\/journals.sagepub.com\/doi\/full\/10.1177\/0010414012463902\">conditions<\/a> for major policy change: currently,<a href=\"https:\/\/www.theguardian.com\/commentisfree\/2020\/mar\/18\/the-covid-19-crisis-is-a-chance-to-do-capitalism-differently\"> governments have the upper hand<\/a>. Yet, these conditions alone are not sufficient to bring about major policy change. Given the carbon lock-in mentioned above, policymakers may choose not to use the window of opportunity for the purposes of decarbonisation.<\/p><p>Hence, second, we can expect major policy changes only in combination with three factors. (i) Policymakers need credible and feasible <i>policy options<\/i>. In the energy sector, we are now at a point where the alternatives to incumbent fossil fuel and nuclear energy technologies<a href=\"https:\/\/www.nature.com\/articles\/s41560-019-0426-y\"> are competitive<\/a>. (ii) Building on the first point, renewable energy firms have much<a href=\"https:\/\/www.cambridge.org\/core\/journals\/business-and-politics\/article\/political-logics-of-clean-energy-transitions\/3EBB1887089929B48CD623309C6751A9\"> more <i>political clout<\/i><\/a> now than only a few years ago. Today, these firms and affiliated value chains provide hundreds of thousands of jobs, generate tax income and increase the international competitiveness of their national economies. (iii) In democracies, major policy changes depend on<a href=\"https:\/\/onlinelibrary.wiley.com\/doi\/abs\/10.1002\/wcc.484\"> <i>public opinion<\/i><\/a> and<a href=\"https:\/\/ui.adsabs.harvard.edu\/abs\/2019AGUFMPA11B0946S\/abstract\"> <i>voting behaviour<\/i><\/a>. There is<a href=\"https:\/\/onlinelibrary.wiley.com\/doi\/full\/10.1002\/wcc.484\"> growing evidence<\/a> that<a href=\"https:\/\/www.nature.com\/articles\/nclimate2814\"> citizens around the world<\/a> support ambitious policies to address the climate crisis,<a href=\"https:\/\/www.nature.com\/articles\/s41560-019-0509-9?draft=journal&amp;proof=true%3Ca+href%3D\"> including changes in the energy sector<\/a>. These three factors collectively form \u2014 together with the conditions mentioned above \u2014 a unique <a href=\"https:\/\/www.theguardian.com\/environment\/2020\/apr\/01\/the-fossil-fuel-industry-is-broken-will-a-cleaner-climate-be-the-result\">window of opportunity<\/a> that<a href=\"https:\/\/www.theguardian.com\/commentisfree\/2020\/mar\/24\/coronavirus-crisis-change-world-financial-global-capitalism\"> could enable major policy change<\/a>.<\/p><p>Policymakers should<a href=\"https:\/\/www.theguardian.com\/commentisfree\/2020\/mar\/18\/the-covid-19-crisis-is-a-chance-to-do-capitalism-differently\"> use this critical juncture<\/a> to push for more ambitious climate policies. The massive government intervention to respond to COVID-19 is arguably one of the few significant opportunities left to<a href=\"https:\/\/futureearth.org\/2020\/03\/13\/covid-19-can-help-wealthier-nations-prepare-for-a-sustainability-transition\/\"> accelerate the decarbonisation<\/a> of our economies before 2030. Luckily, policymakers do<a href=\"https:\/\/www.wri.org\/blog\/2020\/03\/coronavirus-US-economic-stimulus?utm_source=twitter&amp;utm_medium=wriclimate&amp;utm_campaign=socialmedia&amp;utm_term=2850a0b3-9d38-4164-9e40-cac494e21c94\"> not have to start from scratch<\/a>: there are plenty of pre-existing policies and<a href=\"https:\/\/medium.com\/@green_stimulus_now\/a-green-stimulus-to-rebuild-our-economy-1e7030a1d9ee\"> ideas<\/a> for decarbonizing our economies and energy systems, ranging from the<a href=\"https:\/\/www.nytimes.com\/2019\/02\/21\/climate\/green-new-deal-questions-answers.html\"> US Green New Deal<\/a>, to the<a href=\"https:\/\/ec.europa.eu\/info\/sites\/info\/files\/european-green-deal-communication_en.pdf\"> EU Green Deal<\/a>, to national policies, such as the \u201c<a href=\"https:\/\/www.bfe.admin.ch\/bfe\/en\/home\/policy\/energy-strategy-2050.html\">Energiestrategie<\/a>\u201d in<a href=\"https:\/\/www.tagesanzeiger.ch\/wissen\/technik\/krise-als-chance-fuer-die-klimawende\/story\/19127081\"> Switzerland<\/a>. Policymakers should<a href=\"https:\/\/medium.com\/@hofstetter.dominic\/beendet-covid-19-die-quengelei-in-der-schweizer-klimapolitik-6fc227b87660\"> integrate these ideas<\/a> into stimulus packages<a href=\"https:\/\/www.nzz.ch\/wirtschaft\/forderung-nach-100-milliarden-fonds-der-schweiz-wer-bietet-noch-mehr-ld.1547119\"> addressing the COVID-19 crisis<\/a>. State support for polluting industries should be <a href=\"https:\/\/medium.com\/@Guay_JG\/could-coronavirus-forever-alter-the-fossil-fuel-era-d827a814d21\">conditional on subsequent decarbonization efforts<\/a><span style=\"font-weight: 400\"> by these industries. After the bailout of US car manufacturers in 2008, the Obama administration <\/span><a href=\"https:\/\/www.americanprogress.org\/issues\/green\/reports\/2012\/08\/27\/34054\/5-ways-the-obama-administration-revived-the-auto-industry-by-reducing-oil-use\/\">used its political leverage<\/a> to impose stricter fuel economy standards. At the same time, fiscal measures <a href=\"https:\/\/www.bennettinstitute.cam.ac.uk\/blog\/dont-waste-fiscal-stimulus-invest-it-mitigating-cl\/\">should target<\/a> specific economic activities, such as energy efficiency or clean energy projects. In the 1930s, the Hoover Dam, one of the <a href=\"https:\/\/www.nytimes.com\/interactive\/2018\/07\/24\/business\/energy-environment\/hoover-dam-renewable-energy.html\">great infrastructural projects of the 20th century<\/a>, <a href=\"https:\/\/www.watson.ch\/wirtschaft\/schweiz\/275342958-wegen-des-coronavirus-muessen-wir-einen-green-new-deal-vorbereiten\">was built under the New Deal program<\/a>. Today, COVID-19 stimulus packages provide a window of opportunity for equally historic achievements.<\/p><p><em>Cover photo by<a
